INVITATION TO BID FOR Delivery of IT & Office Equipment

  1. The BUREAU OF CUSTOMS, through the General Appropriations Act for CY 2017, intends to apply the sum of Twenty-Four Million Five Hundred Thousand (PhP24,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the supply of the following equipment in three (3) lots of the Connectivity Infrastructure Optimization Project:

Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Bureau of Customs now invites bids for the Procurement of above stated items. Bidding is open to Sole Proprietorship, Partnership or Corporation duly organized under the laws of the Philippines with a minimum experience of at least five (5) years in this industry.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Interested bidders may obtain further information from Bureau of Customs and inspect the Bidding Documents at the address given below during office hours from 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be purchased by interested Bidders starting August 11, 2017 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of PhP50,000.00.

6. The Bureau of Customs will hold a Pre-Bid Conference on August 18, 2017, 1:30 P.M. at the CPU Conference Room, 2/F Customs ICT Center, Bureau of Customs, Port Area, Manila which shall be open to all interested parties who have purchased the Bidding Documents.

7. Bids must be delivered to the address below on or before September 01, 2017 at 1:30 P.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The Bureau of Customs reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s.

INVITATION TO BID FOR PROVISION OF BACKUP MANAGED SECURE WIDE AREA NETWORK AND INTERNET SERVICE

1. The Bureau of Customs (BOC) through the authorized appropriations under the FY 2017 General Appropriations Act intends to apply the sum of One-Hundred Million Pesos (PhP100,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Provision of Backup Managed Secure Wide Area Network and Internet Service. Bids received in excess of the ABC shall be automatically rejected at the bid opening.

2. The BOC now invites bids for the project, Provision of Backup Managed Secure Wide Area Network and Internet Service. Provision of the services shall be in accordance with the schedule under Section VI. Schedule of Requirements. Bidders should have completed, within three (3) years prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested bidders may obtain further information from the BOC Special Bids and Awards Committee for Information Systems Technology (SBAC-IST) Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 4:00 p.m.

5. A complete set of Bidding Documents may be acquired by interested Bidders on September 5, 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (P50,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The BOC will hold a Pre-Bid Conference on September 12, 2017, 01:30 p.m. at the CPU Room, Second Floor, ICT Center, Gate 3, South Harbor, Port Area, Manila, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before September 25, 2017, 01:30 p.m. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on September 25, 2017, 01:30 p.m. at the CPU Room, Second Floor, ICT Center, Gate 3, South Harbor, Port Area, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The bidders shall drop three (3) copies of their bids containing the technical component of the bid, including the eligibility requirements, and the financial component of the bid, in two (2) separate sealed envelopes in the bid box located at the above-mentioned address.

9. The BOC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Invitation for Technical Presentations on Fuel Marking Technology and Services

In line with the tax reform endeavors of the government, the Bureau of Customs (BOC) is tasked to lead the implementation of a fuel marking program to minimize smuggling of petroleum products and boost the collection of revenue related thereto.

Pursuant to this, the BOC is in the process of drafting the policies and guidelines for the effective implementation of the fuel marking program. In line with this, the BOC respectfully invites companies offering fuel marking products and/or services to conduct a technical presentation to the Bureau’s technical working group and potentially aid in the successful implementation of the fuel marking program.

Interested parties may contact the technical working group secretariat at (02) 527-4580 or at pos@customs.gov.ph on or before 18 September 2017 to set a schedule if approved.

We wish to inform you of the issuance of your promotional appointment dated 11 September 2017.

To receive a copy of your appointment, please coordinate with:
